Red pampas grass is not a native plant, nor is white pampas grass. Both are great looking plants in a garden, adding texture and color. The only problem is that red pampas grass has gone wild and is taking over much of the landscape along the coast, as well as inland. What the land looked like 30 years ago is very different. Sad to say, even the sunflowers I like are invasive.
